Send a Statutory Objection today

If you oppose the West and East Greenwich Neighbourhood Management Project, submitting a Statutory Objection is the strongest action you can take. Statutory Objections fall under Regulation 9 of the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996. They must be formally considered by Greenwich Council before deciding whether to make the scheme permanent.

Unlike informal comments submitted on the Commonplace website (which are not part of the legal process), a Statutory Objection has legal weight and can influence the final decision as to whether the LTN scheme is made permanent.

Sending a Statutory Objection is as easy as downloading the document below and adding the date, your name, and your address.

Once submitted, your Statutory Objection becomes part of the official record and must be legally addressed before any final decisions are made.

What CLEAR's Statutory Objection includes

The objection available to send sets out numerous legal, procedural, and ethical failings in the West and East Greenwich Neighbourhood Management Scheme, including:
 

  • The council’s failure to respond to overwhelming public opposition and consultation feedback

  • Misrepresentation and procedural unfairness in the consultation process, breaching public law standards

  • Unlawful and misleading signage resulting in invalid and potentially unenforceable penalty charge notices

  • Displacement of traffic and road danger onto already congested and high-risk boundary roads

  • Failure to carry out required road safety, equality, and environmental impact assessments

  • Discrimination against disabled, elderly, and medically vulnerable residents, including flawed Blue Badge policies

  • Breach of legal duties under the Equality Act 2010, including failure to make reasonable adjustments

  • Environmental injustice, displacing pollution into poorer, ethnically diverse communities

  • Misuse of public funds on corrective signage, flawed implementation, and inaccessible consultations

  • Failure to comply with digital accessibility requirements under the Public Sector Bodies Accessibility Regulations 2018

  • Increased barriers to local businesses, tradespeople, and essential services, undermining economic participation

  • Lack of meaningful statutory justification under the Road Traffic Regulation Act 1984 and the National Planning Policy Framework
     

How to send the CLEAR Statutory Objection

It is perfectly acceptable for multiple people or businesses to submit the same Statutory Objection to the council. Every submission is counted individually, as long as you insert your name and address.

 

You can submit your Statutory Objection in four easy steps. It only takes a couple of minutes to do:

  1. Download the official Statutory Objection form by selecting the ‘Download here’ button at the bottom of this page.

  2. Open the document and replace all red text in the top left-hand corner with your full name and address.

  3. Enter today’s date directly beneath your address.

  4. Email the completed Statutory Objection to: 
    traffic.management@royalgreenwich.gov.uk

If you decide to amend this document or send your own version, do not remove reference to '11-24 West and East Greenwich' at the top - if you do, your Statutory Objection will not be counted.
