The Coalition for Liveable, Equitable & Accessible Roads (CLEAR) was formed to unify residents, businesses, and community associations across Greenwich, Charlton and Blackheath collectively to oppose Greenwich Council’s West & East Greenwich Neighbourhood Management scheme, which saw a series of low traffic neighbourhoods (LTNs) introduced across two miles of the borough. 

 

Amplifying and publicising widespread concerns, and delivering an uncompromised message of solidarity and alignment against the LTN scheme are at the forefront of CLEAR's aims.​

  • CLEAR stands for the Coalition for Liveable, Equitable, and Accessible Roads. It is a collective of residents, resident associations, and organisations from Greenwich, Charlton, Blackheath, and surrounding areas. Together, we amplify shared concerns while honouring the individuality and autonomy of each member organisation and individual participant.

  • CLEAR was formed to strengthen the collective voice of residents, local resident associations, and businesses in response to Greenwich Council's West & East Greenwich LTN scheme. By working together, we can pool resources, coordinate efforts, and present a unified front to the council and the public. This ensures our shared concerns - like equitable traffic policies, safety, and fairness - are heard.

  • CLEAR will prioritise shared concerns among its members, such as:

    • Opposing inequitable or harmful traffic management schemes

    • Promoting safer, accessible, and fairer roads

    • Ensuring residents have a say in local planning and development decisions

    • Campaigning for transparent and fair policies that benefit all communities

  • Any resident, residents’ association, community group, or business residing or trading in Greenwich, Charlton, Blackheath, or the surrounding area, who is opposed to the West & East Greenwich LTN scheme is welcome to apply to join CLEAR. Our goal is inclusivity, ensuring a broad and representative coalition. Membership is subject to approval from the CLEAR board.

  • You can join CLEAR by completing our online membership form, available on our website, or by clicking here.

  • There are no fees required to join CLEAR. Becoming a member is free.

  • Once you've submitted your application, you should receive a decision within 7 days. 

  • CLEAR has established a shared communication platform, including a dedicated email network and members-only area on cleargreenwich.com. Regular updates will ensure transparency and keep everyone informed about ongoing efforts and campaigns.

  • CLEAR acts as a single point of contact, making it easier to engage with Greenwich Council and policymakers. By presenting a united front, we can ensure the council takes residents’ concerns more seriously. Individual associations can still raise issues specific to their areas while benefiting from the coalition’s broader influence.

  • CLEAR doesn’t replace existing associations, nor take anything away from their independence. Instead, it serves as a unifying platform for coordination and collaboration in relation to decisions that affect the wider community. Other associations can continue their campaigns while benefiting from shared resources, larger-scale advocacy, and a more influential collective voice.

  • CLEAR operates as a collaborative platform, bridging the gap between residents, residents' associations and businesses across the borough. Member associations will nominate representatives to participate in decision-making. Decisions will involve consultation with all members of CLEAR, ensuring transparency and fairness and will be put to the vote.

  • Absolutely not. Each association under the CLEAR umbrella retains its identity, leadership, and focus. CLEAR exists to complement your work, not replace or interfere with it. Think of CLEAR as a coalition that reinforces and amplifies member associations' voices when needed the most.

  • Yes. CLEAR values and promotes the unique contributions of its member associations. When addressing public or official matters, we’ll ensure individual associations are credited for their work and contributions.
