
CLEAR's formal response to the West and East Greenwich LTN scheme being made permanent
The leader of the council today (3 October 2025) decided that the East and West Greenwich experimental low traffic neighbourhood scheme will be made permanent. It is expected that some councillors will call-in the decision. If that happens, it will be reviewed by a council sub-committee later this month.
Modifications to the original scheme include reopening the Royal Hill shopping street in West Greenwich to through traffic, leaving the scheme unaltered in the rest of the area.
There are already signs of anger that, while the council has responded to evidence of the damage done by the scheme to businesses in Royal Hill, it has addressed none of the concerns of people living elsewhere. Traders in East Greenwich say the council has made no effort to discover the detrimental impact of the scheme and other traffic measures on them.
In its statutory objection to the scheme being made permanent, CLEAR raised a number of issues including evidence indicating that the original public consultation had been pre-determined and the council’s repeated failings over signage which plagued the scheme for most of the six months statutory consultation period.
The official report on which the leader of the council took his decision has given rise to new, serious concerns. We shall be seeking an urgent response from the council on these matters and will give members a full update as soon as we can.
