
How to complete the West & East Greenwich LTN consultation in 7 easy steps
Greenwich Council is now consulting on whether to make the West & East Greenwich Low Traffic Neighbourhood (LTN) Scheme permanent. But the questionnaire is deeply flawed – it is framed in a way that leads respondents toward a pre-determined outcome.
CLEAR is encouraging everyone affected by the scheme – residents, businesses, workers, visitors and anyone who travels through the area – to complete the questionnaire with care, which can be found here: West & East Greenwich Commonplace questionnaire.
Your responses can help expose the unintended consequences of the LTN, such as increased congestion, displaced traffic, worsened air quality, and reduced access for carers, customers, and emergency services.
This guide walks you through how to complete the Commonplace questionnaire in seven easy steps. It is designed to help you navigate the way the questions are framed and ensure your experience is properly represented. Whether you are opposed to the LTN scheme or simply concerned about its side effects, your input can help challenge the one-sided nature of the consultation and make your voice heard.
Step 1 - Question 1

Make a selection based on which area you want to complete the consultation for. It's recommended that you complete a questionnaire for both areas.
Step 2 - Question 2

Select the area where you live.
Step 3 - Question 3

Select a button to describe your relationship with the area, or add something else - for example, if you provide unpaid care for someone living in the area.
Step 4 - Question 4

Even if you primarily walk, cycle, or use public transport, you may still have been negatively affected by the LTN scheme. Increased congestion and displaced traffic can worsen air quality, reduce bus reliability, and make journeys less safe or accessible - particularly for children, older people, and others with protected characteristics. This form gives you the chance to highlight those impacts too.
Pollution/air quality - if you believe displaced traffic increases pollution on boundary roads, select Negative or Very negative.
Traffic congestion - if you believe LTNs worsen traffic elsewhere, select Negative or Very negative.
Road safety - if you believe vehicles perform dangerous manoeuvres to avoid LTNs, and increased traffic elsewhere creates unsafe conditions, select Negative or Very negative.
Walking - if you believe LTNS do not make you walk more or make you walk less, select either Negative or Very Negative.
Cycling - if you believe LTNs prevent you from cycling more, select Negative or Very negative.
Noise - if you believe noise has been increased on boundary roads, select Negative or Very negative.
Step 5 - Question 5

Walking or wheeling - if you believe you walk or ‘wheel’ less than before the LTN was introduced, select Less than before or Much less than before.
Mobility scooter - if you use your mobility scooter less than before the LTN was introduced, or do not own a mobility scooter, select Less than before, Much less than before, or No change.
Bus - if you travel by bus less than before due to congestion caused by displaced traffic on boundary roads, select Less than before or Much Less than before
Train or underground - if you travel by train or underground the same as before the LTN scheme was introduced, select No change.
Private hire vehicle - if the LTN scheme has made things more difficult to travel in mini cabs or licensed taxis, select Less than before or Much less than before.
Motor vehicle - if you travel longer distances since the introduction of the LTN scheme, select Much more than before or More than before.
Step 6 - Question 6

You can use this space to describe your personal experience. Lived experiences are vital in helping decision-makers understand the real-world impact of the scheme.
You don’t need to be an expert – just explain what you’ve seen, felt, or had to deal with. The examples below may help prompt your thoughts:

You’re regularly stuck in congestion on boundary roads that used to flow more freely

An ambulance or fire engine has been delayed reaching your area due to traffic or road closures

What you write doesn’t need to be long – it just needs to be honest.
Step 7 - Submit your answers and confirm your response

Once you’ve filled in the questionnaire, you’ll be asked to enter your email address if you’re not already signed in to Commonplace. After doing so, you’ll receive a confirmation email containing a link. You must click this link to submit your response.
If the email doesn’t arrive within a few minutes, check your spam or junk folder.
After submitting your response, you may be invited to use Commonplace’s interactive map to highlight areas of concern within the LTN scheme. You can skip this step if you prefer.
If you want to respond to the other scheme area after you've completed the questionnaire, simply repeat the process described above.
